First and foremost- never buy from a pet shop- you will get a puppy mill puppy. Look for a puppy that is responsive to noises and not aggressive. A health guarentee is a must! Ask about the breeder's experience with breeding and yorkies, and for what he or she has tested their dam and sire. Make sure there is no liver shunt in the lines. Have the puppies been seen by a vet? What shots have the puppies received? What are the breeder's expectations of you? Just remember that a cute face doesn't equal a healthy puppy. Although we all want to save suffering puppies, a sick puppy will mean more vet bills for you. Absolutely take the baby if you can afford it, but just realize the financial responsibilities ahead of you. Follow your gut instinct on a breeder. Potty training a yorkie is hard work, so any start to training that a breeder has done will be a wonderful help to you. I would also get a vet reference so that you can ask about the quality of care this person gives to his or her dogs.
