It sounds like a dominance thing. I would feed Peanut first, Pet Peanut first, treat Peanut first. If your other girl lights into Peanut explain that is not ok with a load "no" and the Ignore her for several minutes.

I have a 2yo GSD and a 13week old Yorkie. They are both well rounded and they both follow me sometime: IE when I go to kitchen because behind that big white metal door is treats of such great flavor and only mommy serves them!

Also if not, you may want to fix the girls. Good Luck!
