Default Vaccine reaction

My yorkie received a rabies and bordatella vaccine yesterday around 11am. By 7pm I noticed that around her neck was really red and swelling in lumps all down her chest. I took her to the emergency vet and they gave her benedryl and a steroid shot. She has a mild case of MVD so the steroid shot was in an extremely low dose. The vet said there is probably some underlying problem that caused her reaction. I'm a little worried because she has been biting and scratching ALOT lately. My vet thinks it's a flea bite and shrugged me off, but I think she's just dismissing me or just doesnt care (yes - im in search of a new vet). So, I don't know if that had something to do with her reaction or not.

Today she is still just laying around, but the redness and swelling is basically gone. Do you think she's just tired from two vet visits yesterday or should I still be worried?

Has anyone else experienced a reaction like this before?
