I haven't taken Reagan to an obedience class yet, but we did take our last dog, and like Ringo's our instructor also said that the come command was the most imporant. I think Ringo's story proves this.
When we did the come command we first started with the dog on a long leash and would say come only ONCE(you want the dog to do everything the first time you said to, he/she shouldn't decide about the second or third time that yeah he/she'll do it now)and if the pup wouldn't come we would pull the leash to get the pup to come. Eventually we used a really long rope(as long as possible) in the yard or somewhere where you had plently of room. The dog will hopefully catch on, Auburn our bloodhound did, and you will no longer have to pull on the leash or rope. She also said that normal times the pup would come to you, like maybe when you were laying out food or squeeking a toy etc., to add in the come command and praise the dog when he/she gets there.
Anyway in addition to the treats I thought the leash/rope might help you.
