In the beginning it's best to walk them out on a leash to one specific place. That way they know it's not time to play and consistently using one area will help her know that. Sometimes you have to wait 15-20 minutes >_< You might want to wait until she goes a few times before going back inside. If you don't see her go, then she has to go back in her crate.

Did you get her from a breeder or pet store? Sometimes pups from pet stores are so used to soiling where they pee that it's very difficult to break them of that habit. That happened with my Chihuahua, except I have no idea of her past other than guessing backyard breeder. The expen with puppy pads may be a better idea at this point
