She is just fine. It usually takes first time bitches longer to have their first pup. Also, the size of the female and the size of the pups makes a difference too. I don't usually worry until once they have been pushing hard for an hour without a pup starting to present itself. Has she been having more bowel movements than normal? I know mine usually start having lots of bowel movements prior to the hard contractions starting. Sometimes the heavy panting will not start until the hard contractions start.
Also, I have been fooled many times when I swore a female was in labor and I stayed up all night and nothing happened. It can get very frustrating.
