Thanks for the nice comments, everyone!

Sorry so late in replying to those who asked about where I got the booties. Unfortunately, I haven't found an online retailer that sells the kind of booties I like. Fortunately (for me), there's a shop in town that sells locally made ones for small dogs, $12 for 5 of them. They don't even have a Web site. For anyone who knows how to sew, though, they appear to be simple to make. It's just a small rectangular sack made out of fleece. At the top, there's stretchy velcro.

The only problem is Jillie's ankles are so small, by the time you stretch the Velcro, you're past the point where it connects to the other side. I just bunch up the top of the bootie to make it a little thicker. They do occasionally fall off, but I think that could be solved by giving a little more thought to how the Velco is attached in the first place.

The only problem I run into is when the snow is wet. The fleece tends to get soppy wet. I have another set of homemade ones with a water resistant jeans material on the outside for those occasions.
