I have a little more information now. It's called enamel hypoplasia, and he has a pretty severe case of it. It's frequently found in puppy mill puppies. (We thought we bought Gizmo from a reputable breeder, but found out later that there were many things we should have questioned.) It's also often caused by distemper in a puppy (he did not have this), and by the use of certain antibiotics such as tetracycline as little puppies or the mom while she was carrying the litter. (These I don't know about.).
Gizmo's is widespread over all of his teeth, so fillings and crowns are not really a viable option. The vet says he's not in pain (good to know!) and there's no reason other than cosmetic to do anything at this point. So, we're letting it ride for now and continuing to brush his teeth regularly and watch for problems.
