Have you tried teaching the "quiet" command?
Pennies in a can? Citronella collar?

Muzzles should be used for short periods of time when humans are in danger of getting bit. They can't be left on all night unless it's a basket muzzle which would do nothing for barking. Actually, they can still bark in regular muzzles sometimes anyway.
