I'm not keen on using aversives, but if you're really aggravated, here's a tip that I read.

First, you have to condition your dog that a certain smell is associated with bad things. You want to choose a smell that YOU like, for instance vanilla. Put a touch of vanilla in a spray bottle of water. When you catch your dog chewing on the toilet paper (or engaging in another naughty behavior), spray him in the face with the scented water. Just a couple of repeats is supposed to be enough for them to learn to hate that smell.

Then, all you have to do is put a drop or 2 of vanilla on the toiler paper to deter them.

Might be easier just to move the tp!
