This behavior is considered normal, and it something dogs do when they want to be dominate over another dog or toy. One breeder said that that it has been found to be good for puppies because it helps the testicles to drop. I would never allow a dog to hump a human, this means the dog is trying to be dominant with a human, and this should always be discouraged. If he tries this with humans a stern "no" and pushing the dog away works. Joey had several toys he did this with, and it didn't bother me at all. I had Joey neutered at about 7 months, and the humping stopped a month after neutering, it's probably related to the hormone testosterone.
