You should look up the puppy lemon law in Connecticut. You could actually take the store to court and sue for the vet bills, which will include the neutering since his testicle did not drop. AND, I just watched a segment on Judge Judy in which a woman bought a Yorkie and it was not registered AKC but some off registrtion like your boy and Judge Judy, said that when you buy a pure bred you expect the dog to be registered with the AKC and if not then the papers are worth less. She awarded the buyer almost a whole refund due to the paper fact as well as the dog being 14 pounds full grown and having curly hair rather then straight. She said that the owner misrepresented the dog by not telling the buyer that he was not AKC registered. I personally would file court papers.
