I share your problem -- my feisty 1 year old Yorkie hates other dogs. When we encounter another dog on our walks, Max starts barking madly and strains on his harness. The bigger the dog, the bigger the reaction. (Max won't waste his energy on the miniature daschund that barks at him)
Standing in front of Max to block his view of the other dog helps.
I have been trying a new method of engaging the other dogs with the same affection that I use to talk to Max. When I call out to the other dogs, "Hi puppy doggy, hi beautiful," Max calms down, at least a little bit. It doesn't always work, but it helps. The other dogs' owners probably think I'm nuts, and I'm pretty sure they think I have the most rotten dog in town.
