I don't know of any vets in the area, but I for sure would check for a second opinion. I know cysts can go away on their own?...No matter what it is I would for sure want to have it removed though if it came back and is getting bigger. Perhaps a hernia or a growth? Hmmm that's all I can think of that it can be.
