I have made them in the past !!! Very easy. You get the elastic, fit it for your Yorkie (not tight) then hot glue the 2 ends together and then begin to tie just a 4-6 inch piece of ribbon several times around the elasic ( the now collar). I like to use the type of ribbon that you pictured. I have made several color combinations.
