I am so sorry! I know that has to be frustrating.

I would call around and find a vet who is very familiar with small breed dogs. I agree with the others that a second opinion is important at this point, but I would suggest that you make sure that this one is VERY familiar with small breeds. Small dogs have very different issues than larger ones.
