You need to intervene and make sure all the pups are able to latch on and nurse. Do you have the pups in a warm area, hopefully with a heating pad under them? Puppies will cry when they are hungry and when they are cold or when they get separated from their litter mates. Have you given the momma some food? Be sure she gets plenty of food and water. You may have to hand feed her for a few days. You can squeeze her teats and you should see some milk come out.
