When you read that Yorkies should not weigh more than 7 pounds, they are referring to "standard", and breeding. Each breed has a "standard" that good breeders follow. The qualities you choose for a breeding dog, are much more important than the qualities you choose as a pet dog. A breeding dog should be as close to physical perfection as possible, this isn't important for pets, and some people, especially those with children, prefer the larger yorkies. So the book at Petsmart is correct in saying that they can weigh up to 20 pounds, however, "standard" is 7 pounds and below.
