My boy also had an elbow fracture, he was 5 months old. We also were told it would heal on it's own however he wouldn't have full function so he had the surgery. He has like your baby, a pin and a screw. His surgery was in July and his post op check up showed everything healed beautifully and there was no mention of removing the pin or screw. I know not every fracture is going to be the same however I think the Doctor would have told you in the beginning the pin and screw should be removed after healing.
