All the books have read all say that they shouldnt be out in public places (like set down) untill they have had all there shots. Which is usually at 16 weeks.
Allthough some say it's okay to take them out as long as they are not set down on the floor. So I think that kinda eleminates the daycare thing. As far as your mother in laws goes I dont think they are supposed to be around other dogs untill they are fully protected against desease.
Though I will say maybe get a good sturdy play pen for him and give him a kong toy (that occupies there time so they dont get too bored) and i heard playing a audio book or a video so they hear human noises and that kind of thing is comforting for them.
