did you check under him when he wees to see if it's really happening? do you let him play too long after weeing? he might be wanting to go outside rather than actually having to pee...you could try crating or ignoring his bell ringing and see if he actually gets frustrated cause he has to pee or if he holds it longer each time
Sometimes I think Logan rings the bell just to go outside. Once outside, he sniffs around and just stands for several minutes. By that time, I've decided he doesn't really need to go, so we go back inside.

Other times (such as after a walk), he will pee again. I can see him pee, so I know when he really goes. We have tried various things, such as ignoring the bell ringing after he's already pottied. And sometimes when we ignore, he pees in the house.

He may be marking because he pees many times along the way on our walk....and sometimes NOTHING comes out
