For us, we could barely see and even feel movement in our Maya's little belly as early as Day 45 after conception. We didn't actually hear heartbeats for another week, though I've heard you can hear them at Day 40. Maybe it's because our stethoscope is cheap??? Who knows...lol. But I definitely knew my Maya was pregnant about six weeks in, as I could tell her tummy was growing (and she's only having two puppies, btw). Our x-ray was done this past Monday, which is Day 58, to confirm the number of puppies. They recommend having an x-ray done later in the pregnancy, as the puppies don't develop bone structure until late. I don't know if your neighbor cares to do an ultrasound to find out for ascertainty, but an ultrasound would be your best option at this point. Here's hoping she's pregnant and all goes well.
