My dogs don't get out much since I work all day. I take them for walks after I get home. When they do see other dogs, Buster will sniff all the parts he can get too! Maggie won't sniff other dogs, she usually wants to be picked up especially if they are bigger than her. If I don't pick her up, she will let them sniff her but usually the other dogs move on pretty quick. My two are usually the smallest at the dog park and I probably hover over them too much but I would rather hover than have a tragedy.
