Since a dog is property, yes vets have put down heathly dogs based on the instructions of the owners. I am not saying all of them but I do know of a case (actual it was posted on YT) where soimeone dropped off a dog to a vet to euthanize the animal...the vet took the dog..turned around and gave it to someone else. The original owners found out and sued the vet and the vet had to pay. I also know about dogs that were dropped off at animal control in Tucson to be euthanized (they were getting older, or they did not want to pay for medicine etc) and the vet would call me and sneak them out the back door to rescue...

I am not saying any of these situations were puppies but I guess in my mind a healthy dog is a healthy dog and it goes on all the time.
