I use a collar on Luna 24/7 for her ID tags and such. When she goes out thats when I put her harness on. Theres too many risks that can happen with their small necks. There IS a whole bunch of dog clothes with little slits in them to hook the leash to the harness but if you cant find one of those you can always just slip the leash under the outfit to hook onto the harness
