Has he been neutered, he sounds like he's marking not peeing, remember that's different, and the same methods don't work. Also, you must clean an area with a cleaner designed to remove all protein from carpet, otherwise they will return to the same spot, the enzyme cleaners, such as Nature's Miracle work wonderfully and they is no way he should be ruining carpets. If it turns out he is marking, you should either have him fixed or many breeders use belly bands, and take them off them when they take the dogs to pee. Taking your dog lessens the need for marking in the house too, even neutered dogs love to mark their terrietory, and short walks can help with this.
