I know it is frustrating dealing with some breeders. I know even some of the top breeders will occasionally their mind on whether to sell or keep a puppy. I feel that once a deposit is made that the breeder should follow through with their agreement but even then some of them will change their minds for a variety of reasons. It is possible that the breeder is on the up and up because I know many puppy buyers play games too and will string a breeder along and then change their mind.

My recommendation is that if you are not totally comfortable and trusting of this breeder then find someone else that is easier to deal with. It is also possible that the breeder is having second thoughts about selling you a puppy and they might not know how to say no.
