I agree with the previous posts. Most cities have ordinances that include leash laws and animal waste. Look into it. You can call animal control but unfortunately they can't do much about it unless you have proof. I had a similar situation happen to me and animal control advised me to get a picture of the dog doing the deed so that the owners can be fined. Of course that would mean sitting at the window all day long, so I didn't bother. Otherwise, animal control did go to their house but only gave them a warning. Maybe a warning would be all your neighbors need to get the dog to stop. I hope you can get this resolved...How annoying!
