UGH! People are just so rude! I would say that if you have a local ordinance regarding a leash law, contact the police department and/or animal control. Let them know that not only does the dog do his business in your yard, but that you are in fear of the safety of yourself and your small dog. Worst that can happen is that they are issued a citation and have to pay a fine. But, if they have to put out money, that might stop them from letting their dog into your yard.
