There is no average weight of a 16 week pup. As stated above many things factor in to the genetic make-up of your pup. Size is cannot be guaranteed, only estimated. Weight charts are pretty much nixed in the yorkie breed. If a breeder is line breeding they can guesstimate because they keep records of their previous litters.
Health issues can happen to small and not so small yorkies. If he comes from a healthy background, health issues maybe minimal.
