Default Pee Pad Training

We puppy sit a female Morkie who is about 3 months old. The owner lives on the top floor of an apt complex so the dog is being pee pad trained. I have never trained a dog to use pads, so this is new to me.

Here's the problem she will sometimes use the pad, sometimes not. We don't know why she does this she is better at home. She seems to make a decision that sometimes she's just going to use the carpet. She will walk over there then go on the floor beside it or in another area of the room. I know she doesn't always know where the edge is so I put a holder on the pee pad which has helped her hit the pad but when she decides not to use the pad what do we do? I used to tell her no and she'd stop and I'd put her on the pad. Now I tell her no and she keeps going. I give her treats when she goes on the pad and no treat when she goes on the carpet. Does she just act up at grandma's?
