Hmmmm. Maybe it's something the other dogs do -- touch a spot on his body or something. Just a guess.

I am not really sure what else to suggest, but the more you practice a series of commands, the more ingrained it should become, and in theory at least, make it more likely for him to listen to you even when he is very worked up.

It might also just happen after a certain period of time, when he gets sufficiently tired/excited. Any chance that it's resource guarding?
