I've read somewhere...could be here...that when a bitch has a c-section, you should save a couple of the sacs and refridgerate them...take them out till they're room temperature and let mom eat them. Yes, gross, but that's suppose to help the instincts kick in.
She seems to be a little too young to be bred and could be that her maturity level isn't there, too.
