I use potty pads for my yorkie and pom only bc i feel that little dogs cant hold their pee in as long as bigger dogs. We found that after the pup came and had a pad in his pen that Jackson would get in there and use it. Dont you find that your Jack russell will use the pads instead of wanting to go out and if not how do you keep him from getting into that habit
