I am not really sure how they're rough size chart goes because well... it doesn't match any of the other size charts I've seen for Puppia! (You are looking at the puppia products right? It seems like all to almost all items are puppia brand.)
The small should fit both, although Cleo is just on the edge of the chest measurement. I don't own any puppia clothes, so someone else might be able to help as to how generous their sizing is. I just have a harnesses.
