A little salmon oil might help. It's good for dog with dry skin and skin problems.
Have you try changing his food? And I would also stop giving him any treats just for a little to see if it will help. He might be allergic to something he is eating regularly.

Tnning bed also help but obviously not the best idea for a dog... They also use NOVO-HYDROXYZIN for dogs so I would strongly recommend you to ask you vet for it.
Also, an allergy test and maybe allergy shots might help your dog a lot.
