I think it's okay for him to wear the harness indoors. My guys wear theirs 24/7 since it has their ID (also have microchip).

You might want to try the leash inside (familiar surroundings) before you go outside.

When you go outside, let him have freedom to walk, i.e., don't try too much control causing him to resist.
