I live in Florida ... it's not something we have to deal with (many OTHER things, but not SAD!). But when it's rainy and the dogs don't want to go out, a nice 10 minutes or so of "fetch" always seems to fit the bill ...
So it's a real disorder with a name, hum! I thought it was just the transient, go away soon type of 'blues.' I don't know if the lamp would work for her because her idea of fun is the outside. We do have very sunny spots inside the house where our house faces South and West. She does move around and lies down where ever the sun hits the floor, but she still wants to go out.

It was the opposite when we were in Florida, sometimes it got too hot for her and she would look for the shade and cool tiles But I think she prefers it to the rain and cold.

Hopefully it won't be too long we're planning on moving to Florida in a couple of years...come to think of it, a couple of years is a long time in puppy years!
