Oh I think Bailey is adorable, I think that you should let it grow, I bet that slow growing coat will be stunning when it does finally get long.
My Maddie gets stringy looking too until her hair gets longer, I cut it for summer (the cut was cute and I liked it) i just really wish that I had left it alone.
