It's not unusual to see Mexicans very afraid of dogs, even small dogs because they haven't had the same experiences that Americans have had with them. As our laws get tougher in the U.S. regarding kennel conditions, the importation of dogs will be the next big problem, and there are groups that are trying to regulate this, because obviously a humane kennel in this country can't compete price-wise with kennels in other counties, which have no regulations. They say China is the next big market to import dogs, makes you wonder about those kennel conditions, but the U.S. is so bad, we certainly can't point fingers.

They were bringing them over in droves into Arizona from Mexico until 9/11...There were many articles how they were stuffed into cars and then sold on street corners. It might still be going on but there are bigger issues to be reported on border issues.
