My philosophy is:
If they are willing to go outside, let them... for short periods of time when it's freezing.
I've mentioned in other posts that my dog will NOT go outside, even for a minute. I cannot wait for it to warm up here so we can go for short walks or sit outside. Its 36 F here today.
