Yes many of the teeny ones do have that look to them. As the Yorkshire Terrier Club of America warns on their website, breeding for small is not a good idea and a reputable breeder does not do that. Hydrocephalic is only one problem they may have. Go to

Unfortunately, the cuteness of the tiny and hydrocephalic condition if it exists is part of what makes them hot sellers at exhorbitant prices to the unsuspecting buyer.
