Omg Desperately need you now: Height limit of my Yorkie for carry-on carrier??

Are my babies bigger than ALL of your babies (those who have taken your babies on a plane with you), or am I imagining things? I'm going out of my mind. Please help, I'm soooo confused. You see...I NEED to travel to Florida with my babies as I trust no one with their care (kennels, pet sitters, ect). I see that airlines have changed the rules as far as the size of the carry-on, which is now at 9" for the tallest I have heard of.

My boy has long legs and I think he's about 14" from floor to head (?), and my girl is chubby at 11.5 lbs., though she has shorter legs, she's also about the same length. They are both long from head to tail about 23." So, my question for those of you who have travel with your babies, what size carry-on did you use?

I can't send them in crates as cargo, just the thought makes me nervous. Can't go by car, we did that and they hated it so much that my girl refused to get in a car and would shake uncontrollably for days when I had to take her out, like to the vet's.

What can I do? Our trip to Florida is not a vacation for us, it's a necessity and living them behind is not an option. We have no family or friends that can take care of them for us. Any advise
