It sounds like we have puppies around the same age; my Daisy was born 6/9/09.
I decided this time around that I would paper train first, then worry about the outdoors once we had an actual habit forming. When the puppy is free in the house, I have to watch her like a hawk so that when she squats I can zoom in and direct her to the appropriate place before she goes. It all happens so fast, there is just no way I can get her out the door in time for her to connect the dots. Does that make sense? I follow that up with a treat and a good girl!
Daisy is now 80% trained to pee on the pad but will also poop wherever she happens to be standing. Good thing it is such a tiny mess, huh? I actually consider this to be great progress for her at such a young age. My first Yorkie took just over a year to be totally consistent going to the bathroom outside.
