First get her to a Vet. to see what the problem is and get it treated.
Next, buy her a sweater, raincoat and boots if you take her out in the rain. Then make sure you use a blow dryer on any part of her that gets wet. You could also pad train her so she doesn't have to go out on cold rainy days.
