Yes, they can surgically repair his cleft. I have been in touch with another cleft Yorkie's owner who did the surgery. She was satisfied with the repair, but it took five separate procedures to complete. The new palate is just flesh over the cleft bone, and always in danger of being perforated by solid objects. So, after much time of careful consideration, we have decided to leave Zaccheus the way God made him.
He is so healthy it scares me sometimes.
Of course, that doesn't take into account his Legg-Perthes disease, for which he DID have surgery.
