I am going to say that by the time they are adults one will be the dominate and the other submissive. If they stopped I would be worried they were sick The females always seem to be the dominate of the pack so her behavior does not surprise me at all. This is all very normal puppy behavior. If my boys get too crazy I call a treat break and that ALWAYS stops their overly ruff playing. I will say "Who wants a treat?" and guaranteed I get the Yorkie head tilt and they take off for the kitchen and their treat.
