I think you should GO FOR IT! One billboard like this will attract HUGE attention! You don't need to open a rescue to make a difference. You just need to keep talking and working toward a positive change for the better.
Wouldn't it be amazing if WE could sponsor a billboard?!?! 
I'm not sure how this could be done but imagine the impact that we could have!
