Your description of the area sounds exactly like what my little boy had. Everything sounds normal and fine. I held out 2 weeks before I bathed him, per vet's instructions. The white-ish crusty stuff washed off.
Also, my little guy had a little blotchy redness from the incision to the base of his penis -- probably caused by running and jumping too soon after surgery.
