Have you looked in his mouth? Many small Yorkies tend to retain some baby teeth, my AprilLove had 11 pulled when she was spayed at a little over 7 months. (I couldn't really see them because her mouth is so freekin tiny, lol) My boy had to have 3 pulled when he was 15 months.
It is good you have gotten him used to brushing, you are well on your way to keeping him healthy and happy
but I'll bet he has puppy teeth in there.
